 I'm undoubtedly dating myself with this remark, but that's the $64,000 question. I saw a segment on TV last December of protesters squatting in a building in Seattle. They appeared to be communicating with FRS radios, but I wasn't sure. I recently wrote an RF engineer with AT&T near Seattle, and he didn't know. FWIW, here are the FRS frequencies:
