What is wrong with either the initial evaluations of the needs of these systems to make them reliable, or the capabilities of the systems as sold to jurisdictions all across the country? I have heard it said that jurisdictions just simply balk at the cost of full coverage systems, saying they just cannot afford that amount of money. If that is the case, then I'd submit that 800 MHz systems, as currently being sold are, in fact, impractical, and the wrong course is being followed in providing upgrades or replacements to existing radio systems. Or, could it be that touted expectations or the claims made by manufacturers are not being met with systems that are initially being installed, with the attendant additional and unforseen costs of fixing what was supposed to work in the first place? At any rate, there does seem to exist intractible problems that repeat over and over, and the learning curve about this seems to be extensive and not very effective. Color me curious.
