Bridgeport fire inspector terminated

BRIDGEPORT — Fire Capt. Nicholas Novia, a former fire inspector, has been fired after officials, using evidence gathered by global positioning satellite units in fire marshal vans, accused him of failing to carry out assignments.

After being suspended with pay in late March, Novia was fired July 29 for allegedly failing to make assigned inspections, going to addresses not assigned and falsifying records, among other charges, said Capt. Luis Rivera, the Fire Department spokesman.

He is the sixth city fire inspector to be swept up — and fired — in Chief Brian Rooney's investigation of the Fire Marshal Division starting in May 2007, when the department deployed new GPS-equipped vans.

"It's semantics. I never said any house was OK when it wasn't," Novia said.

"I didn't stop and visit people or go home," he said, referring charges against other fire inspectors who allegedly committed those acts.

"They can't prove I did anything," he said.

Novia has appealed to the termination to the city's Board of Fire Commissioners, said Firefighter Robert Whitbread, president of the Bridgeport Fire Fighters Association Local 834.

"I think it's not for just cause," Whitbread said.

In appealing to the board, Novia has the option to have an open or closed hearing or bypass the panel and go to the state Labor Board.

Whitbread said the other five dismissed inspectors — Stephen Vitka, Frank Gerardi, Ronald Morales, Manuel Alicia and Lorenzo Pittman — have cases pending before the state board. None have been re-hired, he said.

Most of the inspectors were fired on similar charges, such as stopping at unassigned addresses, apparently doing personal business while on duty.

Novia said some of the unassigned addresses indicated in his termination later of July 29 were the Woods End Delicatessen & Catering at 900 Wood Ave., where he frequently stopped for lunch. He said he also pulled over to work on his department-issued laptop or research fire code.

Novia said he also spent time working on the department's fire safety poster contest.

Rooney alleged Novia failed to complete some inspections, but falsified reports saying he did. The captain denied that charge and said his supervisors never challenged his methods in conducting inspections before he was fired.

Novia, who just started his 21st year on the city's firefighting force, cited department statistics showing he completed nearly all of his assignments, even as his workload increased.

"I've always been proud of my job. I love being a fireman," he said. "I respect the chief's position, but I think he was overzealous."

1 I would like to say that I am not at all shocked. I worked for a restaurant that shall reamain unnamed, and I know for a fact that Nick falsefied that restaurants inspection report. any one who knew what went on in there knew that there was no way that place was in code. but i guess having friends in high places pays off after all. im glad to see justice is being done. this city is the way it is because of people like him.

1 It seems to me there is one person ,issing from these firings and that is FM Collins. he was in charge of this group and it happened on his watch. he should also be fired for incompetence.

1 I hear that some of the inspectors were forewarned about the global positioning on the vehicles. Maybe Rooney was targeting these inspectors because of the amount of time they had with the city. The firemen that were fired were railroaded.

1 Targeting long term employees/ Give me a break. The pension money does not come out of Rooney's budget. The FD pension is funded. Maybe the inspectord you claim were warned were actually doing their job.
In reality those fired FM's should have been arrested for fraud and for falsifying records

1 I did not read one shread of evidence against him, just that they used GPS. So some are being judge , jury and executioner, thank God some are writing on this board and have nothing to do with the process.
Now, I think most people feel if any stated a building was safe and did NOT actually inspect it, that is one thing but if they inspected it and then went to lunch or hussled somewhere else, I would not condone it but to be fired for that with no warning, does not make sense to me. With all the politics and BS in that town, God only knmows what really happened.
The first reply says he knew for a "fact" the report was "falsified" what did you do about it? So you let the publkic be in danger? What else do you know for a "fact"? What if something happened in the building that you "knew" was falsified and peoiple got hurt, would you also be responsible?

1 This person is being screwed after 21 years of layal work, and he actually made Captain! I would love to see the bosses GPS records, even if he knew the GPS was there, let alone not knowing. This is a tragedy for this man. I wonder if he has a family that will now suffer becuase he stopped for lunch and created a poster to enhance fire fighting in some form. Obviously Fire fighting was his life and passion. I expect he was very good at his job. Internal politics takes yet another good man down. Who ever is responsible for firing this man should be ashamed...disciplinary action of some sort, short of economic capital punishment sure makes more sense to me.

every time an officer goes out and skips a couple houses, or doesn't do them at all, records are falsified, every time an officer fails to conduct daily training, and make out the paperwork, or makes out the paperwork without conducting the training, records are falsified. Every time a firetruck leaves the firehouse and goes "driver training" and doesn't,he is falsifying information, every time a member accesses the internet, he/she could be fired, unless it is job related, and we all know it ain't. every time an officer goes to lunch, takes time to go out and smoke, do any personal businss, and we all know they do, gone! veer anywhere off the job path...it is now it is an unassigned stop. C'mon. fact is, you can fire anyone for anything, looking hard enough...not even so hard really. The sad fact is these guys will probably get the jobs back, and it will really cost the taxpayers $$$$.

I know a couple of these inspecters and they are mad because they got caught,, try and get a real job now,,,,,,
