Records Clerk Accused Of Stealing Vacuum Cleaner From NL Police

New London— A records clerk at the New London Police Department is scheduled to be arraigned Friday in New London Superior Court after police said she stole a vacuum cleaner out of the police department and lied about it.

Esther Mercado, 48, an employee at the department for seven years, said she only meant to borrow the vacuum and was looking for an opportunity to put it back unnoticed, according to court documents.

Bernadette Welch, personnel coordinator for New London, said Mercado is not working while an investigation continues. Welch would not comment further on the matter.

The vacuum disappeared in February, according to a warrant affidavit that led to Mercado's arrest. The vacuum — which was purchased with departmental budget funds for $558 — is kept inside a locked vault in the records division. Both doors are password-protected and can be opened only by people with individualized access codes.

Police at first believed that the vacuum had been borrowed and would turn up, according to the affidavit. A maintenance employee asked several employees if they had seen it, including Mercado, but all said they had not.

According to the affidavit, surveillance videotapes showed Mercado walking into the police department on a Saturday — her day off — taking the vacuum, putting it in her car and driving away.

When police told her about the video, Mercado admitted she had “borrowed” the vacuum three times over the last four to six months. She said she brought it back and that someone else must have stolen it, according to the affidavit.

“She needed to clean her house for a dinner party,” the affidavit states.

Police told her that if she had returned the vacuum, that would also have been on surveillance footage. The affidavit states Mercado then showed police the vacuum in her trunk.

“Mercado apologized and stated she wanted to return the vacuum but was too embarrassed, once it became a big issue,” the affidavit states. She said she had been trying to find an opportunity to put it back unnoticed.

Questioned about a folder she was seen carrying in surveillance footage, Mercado said it was a formal dinner invitation that she had left at the office and was bringing home to frame.

Chief of Police Bruce F. Rinehart said the police department has launched a separate internal investigation into the matter and has placed Mercado on unpaid leave. He said he could not comment on the scope of the investigation or whether the department has found other items missing. The records department conducts financial transactions and stores sensitive police files.

Mercado could not be reached to comment. She has been charged with fourth-degree larceny and making a false statement and has been released on a promise to appear in court.

Posted- 4/7/2008 4:31:53 PMNHL-once AGAIN, the EVIDENCE OFFICER watches the evidence room and only he has access to it; not even the chief does. Esther worked in the RECORDS DEPARTMENT. Therefore, she had access to the area of the police department where she worked. I really do not know where the heck you people are pulling this “evidence room” thing from. Perhaps you should try reading for comprehension as well. Curious as to why people can't read

Posted- 4/7/2008 11:32:55 AMI agree with G from Ledyard, now let me ask that questions of the day. #1 The Shift commander's office ordered a new typewriter, when delivered during the same week or days it was stolen - along with some of the carpenter's tools. Now it wasn't out of the box and someone walked out with it. Humm, why are they not investigating this - they have cameras. What is wrong with this picture? How come she gets in trouble for it yet someone is enjoying a nice typewriter! They need to investigate this one otherwise it obviously shows that they only had it in for the lady only. That lady worked seven days a week, and let me tell you she is the best thing they ever had there. It's a shame what they have done to her. Wow, let others walk out and really steal things but they get away with it.cl

Posted- 4/7/2008 10:13:15 AMI truly feel sorry for the lady who is having her name dragged throught the mud about a vacumn cleaner. She has been an employee for years. Her fault here is that she should have asked permission, before taking the vacumn. There are plenty of messes made by the NLPD, but I'm almost positive a $500+ vacumn cleaner isnt going to clean them up. g

The only way the case would be solved is if we pay the police department some money and then they will get off their butts and actually do something.New London residents should be scared of their law enforcement. I wouldn't feel safe living their knowing that...Lisa

Posted- 4/5/2008 3:18:00 PMRose- try reading for comprehension. To reiterate what “xlt” said, the records department and evidence department are two completely different rooms. The article does not say anything whatsoever about the evidence department. For your information, ONLY the evidence officer has access to the evidence room...not even the Chief has access to it. The reason Esther had access to the RECORDS room (NOT evidence room, genius) is because that is where she works. I am not defending Esther for taking the vacuum, but I can ensure you that NLPD is secure from “people who walk in with guns and explosives”. Only employees can enter the rear door which is password protected; all other people are required to check in with the dispatcher in the lobby. What is wrong with you Griswold people? Are you the same poster as “JPB”? If not, Hooked on Phonics should be issued to all citizens because it’s indubitably apparent you cannot read. Where are you Griswold folks pulling the evidence room thing from? To read more about the difference between the records division and evidence room, go here: http://ci.new-london.ct.us/content/27/619/625/653/default.aspx and here: http://ci.new-london.ct.us/content/27/619/627/671/default.aspx.... Posted- 4/5/2008 2:57:31 PMI was wondering if an enterprising records clerk who absconds with a costly vacuum cleaner could be trusted with the security of police department records. One recalls that many years ago some evidence related to a highly publicized investigation simply vanished from the NLPD evidence room...vanished into thin air as is said. The flaw here is not the character of the records clerk, but how secure are the police rocords. Here in Arizona there are periodic cases of motor vehicle personnel altering the driving records of friends, relatives, associates etc.It kind of makes one wonder. Perhaps the NLPD has been wondering as well?richard J. ruth

We have to answer 911, answer routine phones, answer the radio and respond, runplates and people, keep track of officer, send fire apparatus to emergencies. Our work load has doubled with over 250 calls a day with only one or two dispatchers at a time. Know what you are talking about. Instead of wondering how an employee can walkout with a vaccuum. Maybe be more concerned with the fact that it may be too busy to have your phone call answered right away. Or maybe there are not enough officer to respond right away. Get your priorities straight. Well buddy if you feel so overwhelmed send your complaint to the State don't complaint to me about it .I'm just not happy that someone can freely walk in and out from THE EVIDENCE DEPARTMENT AND NO ONE SEES ANYTHING? you got be kidding me! The department just wants to make themselves look good because they know they are a huge screwup! Take care of the REAL crimes PERIOD!Rose

Wow, way to stab co-workers/secretaries. I thought when you have respect and loyalty from your co-workers/secretaries you do whatever you can to help them because you are supposed to care. It's amazing how you can have knives dug in your back by our own boss. As usual turning his head away and in simple plain words - he is just like all of them, back stabber, hypocrite and no shame. As they say "what goes around, comes around", I hear that if he doesn't ship up - he'll be shipped out, that's the word on the street. If I ever switch my employment I would make sure I would not apply there. Hang in there girl, things will be ok. Good Luck. CL New Londoncindy lavorani

Why don’t you go account for every paper clip and bigger money items that disappear from the PD? Go ask how many of the PD members have borrowed things. How is it that you smoke pot in PW and don’t get charged with anything but you borrow a vacuum, return it, borrow it again and get charged with stealing it? Maybe it’s the politics that I don’t understand. How many of my tax dollars went into this? Seems to me they should get their dust buster out and clean up crime in town and reprimand appropriately.Resident
